Am I supposed to cut the dead stem off on my Phalaenopsis orchid?

My orchid stopped blooming several months ago and all that is left are the leaves and the dried up stem. I'm not sure if I'm supposed to cut this stem off or will the plant bloom from the same stem again? The leaves look nice, green and healthy and have been growing. Now, I'm just wondering how to get the plant to bloom again.

I have been growing 27 Phalaenopsis orchids for over 10 years and have come to the following conclusion:

If the tip of the stem was cut to cut off the spent flowers, the resulting cut stem will dry out and should be cut off.

If the flowers are allowed to naturally drop off and the stem left undisturbed it will often grow a tiny offshoot that triggers a new round of blooming.
